Today I received my receipt at home road tax. One of 108,000 who’ve sent this past week.

What is special about this bill? Well, as thousands of people who have changed address Badalona in recent months, the bill has come to my new home, not the former.

The new website of the Badalona City Council multiplied by three the visits in its first month

The new website of the Municipal Badalona is having a very good acceptance among the citizens in this first month of operation.

Tripled the audience of a website, when we speak of thousands of hits a day, not an easy task. I think we should be very proud of the results. More than 64,000 visitors (45,000 unique visitors) and 225,000 pages served the first month, compared to 20,000 visits in the same period last year.

We can say that this growth is not a specific situation, associated with the effect the first day of curiosity or because of an advertising campaign, but that was consolidating. One month after the launch we are holding this level, and already getting 30% of visits concurrent, percentage growth, indicating that we were the level of acceptance among the citizens of this new tool. Now, once people got to know this new channel, it is now time to promote it not only as a communication tool but also as a form of interaction between citizens and administration. The goal now is to evolve towards e-government, to give better service.

In this, citizens are already a catalog of 220 fully documented procedures and forms on the Internet (7,000 page views of steps in the first month), of which 25 can be as fully on-line, always with a digital certificate .

This is the course we have now overcome, the implementation of the digital certificate. We are already working on it some time, as explained in another post about how we are doing bringing e-government to citizens. This is the challenge of the future.

How we approach the new web portal to Badalona citizens

We are about to put into production definitively the new website of the City of Badalona, and at that point of the project, I would like to share as we are working on issues related to enable users to use.

In the e-government project, we made some decisions:

  • Opt for procedures that begin and end entirely through the Internet, without any subsequent visit to sign or to provide documentation. Less procedures, but more effective.
  • The digital certificate as the only way to be able to perform procedures, since it is the only sure way to validate the identity of the person.
  • Promote a program of introduction and support people in using the portal.

Let’s talk about the last point, to encourage citizens to use the portal. What and how we’re doing:

  • Agreement with the Catalan Certification Agency (CATCert) to be distributors of the digital certificate (idCat) at the municipal offices. Thanks to this agreement, have already distributed more than 3,000 digital certificates, which puts us in just 2 years in top ten position in the ranking of cities with more certificates distributed.
  • Designing eGovernment kit to facilitate use of the certificate. An innovative solution (browser portable) that can be used from a USB stick or download to your PC. I recommend you visit this link for the solution, which is having a good acceptance among users.
  • With both face support service (delivery of eGovernment kit fully configured) or by telephone, with schedule 8 to 20 hours. Face service has already delivered more than 400 certificates with your kit, and handled more than 200 calls.
  • An advertising campaign announcing the new portal and its services, in various media (posters, brochures, television, radio, etc. ..).
  • Through a program of courses for citizens to be undertaken during 2011 in different areas (community centers, etc. ..), thanks to a grant from the Plan Avanza.
  • Making the shift to on-line transactions with a limited number of users (running popular summer activities, swimming pool license renewals ,…) through specific training sessions for users of each service.

These actions will hopefully be reflected in the level of use of the new website in January, portal in its trial version has already passed the 100,000 pages served. Now we want to serve not only pages of information (what we have been doing well and has accepted), but also provides interactive services.

Because the portal is just a tool, not an end.
